The first Spanish Civilians came to Tucson from the San Pedro Valley. They built the first Church which was dedicated to San Agustin. The Church was financed by Father Fransisco Gar ces in the early 1770's. It was the First Church building in Tucson Pedro de Allande y Saavedra was a noblemen born in Spain. He joined the royal army at age 14.

He had been in the army for 22 years when he took the command of the Presidential Company of Tucson. He was a Spanish Captain who took Command of the post on February 11, 1777. He was 35 or 35 years of age at that time. Fighting Apache Indians to protect the post and the people was Allande's primary mission in the latter 1770's.

Allande hired many Native Americans to be soldiers in his army because he had too few Spanish soldiers under his Command. On November 6, 1779 an Apache tribe of 350 attacked the post. Allande organized 15 of his soldiers to fight the Apaches. Allande was so successful in the Victory that when he cut off and brough back the head of a slain Apache Chief and waved it in front of the remaining Apaches. After the Apaches saw that they had lost the fight, they retreated. On MAy 1, 1782, there was another Apache battle and Allande had only 24 soldiers, but again was able to defeat the Apaches.

After the battle Allande ordered a reconstruction of the Apache attack. The outcome of reconstruction of the attack revealed interesting details of his relationship to the tucson people and their position among the Front eir Native Americans.
