Clinton did decide to investigate the event, only it was two years after it had happened. Now in 1995, investigators found that Usama Bin Laden had been in charge of the 1993 attack. Once the news was released about this information, the country of Sudan came to the United States telling us that they could get us Usama Bin Laden if we wanted to press charges against him. Bill Clinton was reported as saying "Usama Bin Laden is not a threat to the United States".
He was reported saying this in the year 1995, after he found out that Bin Laden was responsible for the acts. However, Clinton did take action in 1998, in which he bombed a Sudanese aspirin factory, which he claimed held chemical weapons, on the eve of the Monica Lewinsky trial. This killed hundreds of innocent workers in the factory. "If any one act inspired hatred towards America, that was it". 11: Bill Clinton's Ultimate Legacy) However, which each terrorist attack, Clinton backed down, showing negligence towards himself and his administration. Another example of Clinton's lack of knowledge in foreign affairs can be seen in Iraq. After the Bush administration defeated Hussein in 1991, he ordered that UN officials be stationed in Iraq to make sure that Hussein would be incapable of creating weapons of mass destruction. Under the Clinton administration, the UN officials were told to leave immediately, leaving Hussein to create weapons at his leisure. Some speculate that the events may have been due to the lack of intelligence in the Bush Administration. Before the attack on the World Trade Center, there had been memos discussing in full detail that al-Queda operatives may be attending United States flight schools and could very well plan on devising a terrorist attack.
The memos had gone un noticed, and the attack happened without hesitation. "One young FBI agent had seen two such memos but that they did not act on them" (Bush's 9/11 Cover-up?) Clinton was faced with many acts in foreign affairs in which terrorism was to blame. He did not, however, act on any of these acts. Had he done something about the 1993 bombing, or the bombing of the U.S. embassies in Africa that killed 231 citizens, or the bombing of the USS Cole in Yemen that killed 17 U.S. sailors, or any of the other blatant attacks on the United States, we may not be in the situation that we are now in.
There is nothing that can be done about any of these acts anymore, only because they are in the past. Clinton proved that negligence in foreign affairs only led to more attacks on the nation. When Bush announced that he would find those responsible, he did, and he is still looking for another leader who has been let loose only because of the Clinton administration. Hopefully future presidents can learn from the mistakes of the Clinton administration, and avoid global terrorism, rather than let the next president worry about it.
