V I am writing my essay on an african american woman named Kelly Saddler. Who adopted a one year old baby girl named Bria in the spring of 1989, and was repeatedly turned down by the courts for financial adoption assistance in the state of Ohio. Miss. Saddler first applied for financial adoption assistance in the spring of 1989 a few months before adopting baby Bria. She was denied help on the grounds that Bria was a "black baby girl", shown by adoption records. Adoption assistance was created in 1980 by the federal government, and is limited for hard to place children such as the physically and mentally handicapped, older children and minorities.

However, Bria was not considered hard to place therefore her adoptive mother was denied financial adoption assistance. Due to the fact that Franklin counties standards for requirement differed from the state's in 1989. After hearing that other families in the same situation had been qualified, Saddler applied for financial adoption assistance again in the year of 1999. She again was refused by the county, Saddler appealed the decision and the state also denied. "So Saddler took her fight to the courts". The Ohio Attorney Generals Office Fought her in court until the appellate court ordered the state to settle.

Miss. Kelly Saddler and her daughter Bria will now receive retroactive financial adoption assistance dating to the adoption on May 19, 1989 of Bria totaling $35,000. This issue of this article represents the second pillar of democracy. This pillar stresses the fact that "all men are created equal and a democracy, rather, insists that all are entitled to equality of opportunity and equality before law".
