This movement was a disastrous Pullman strike of 1893. The Pullman company who produced railway sleeping cars, were forced t lay off hundreds of employee's and lower wages of remaining workers while it maintained the same rents. Workers went on strike and with the help of The American Railway Union. The strike and a boycott spread across the country. President Grover Cleveland deployed about 12,000 troops to break it up, after which they killed two strikes.
When the strike was declared over in 1894, Pullman employees were forced to sign a pledge saying that they would never unionize. This was signed with the exception of the American Federation of Labor and various railway unions. Meanwhile legislation sanctioning the holiday was shepherded through Congress by President Cleveland as a political move to make peace with the workers and win re-election. On June 28, 1894 a bill was passed making the first Monday of September Labor Day.
