By: Steven McDonald Continued incidents of misuse of the Internet on college campuses suggest that we need to reexamine our existing approaches to the problem. For the most part, colleges and universities have addressed misuses of the Internet as though it were an entirely new issue, where in reality it is simply a new form of the abuse of free speech and other misconduct. Computer users are engaging in the same kind of communication that the media is, and they are liable for the same laws and rules that the media is. Only a few students are actually aware of the laws about their activities on the Internet and those who do know the laws still think of the Internet as a place that is law free, or where they cannot get caught or in trouble. Laws are not completely settled but it is clear that the colleges and universities are not responsible for an illegal communication solely because they own the system through which that commutation flows. But, they will be responsible for the communication of college and university employees on the Internet.

The more that colleges and universities try to regulate the content of the personal communications on their systems, the more likely they are to be expected to know what is going on. These schools should continue to enforce existing laws and policies in the context of the Internet. A new approach to the problem of the Internet misuse is educating the students about their legal responsibilities on the Internet. This approach has proved to be very successful. none.
