Both of them are aimed to solve the same socio-economic task. Both of them have intention to secure control in the country. In its turn, this intention resulted in political machinations concerning general elections. The belief in supreme value of Western Democracy - the freedom in electing - was undermined. The ruling circles of the United States of America used the method that is notable for no newness: introducing an order in a separate country, Iraq, as though it imposes a threat to national interests of America.

Such method is a peculiar feature of authoritatively oriented political systems. As a result, the nation faces a complicated problem of global crisis. It is important to understand that the problem of Iraq to a great extent should be examined as a problem of future existence of the world society in general. The conflict created by America's intervention in Iraq's affairs is the challenge to poly-ethical world, fair problem solving of modern economic, social and ecological development of countries and nations. The paper argues that Iraq is a reflection of the processes of globalization.

It is very difficult to find a proper solution for Iraq issue. The issue of war and peace in the modern world depends mainly on political leaders involved in military and political conflict with Iraq. It is necessary to use institutions and organizations like UNO and its institutions that bear responsibility for solving international conflicts and problems. The analysis of Iraq war shows that the UNO faces crisis. UNO is not able to exploit its potentialities. On the other hand, it is obvious that America's position concerning the Iraq issue witnesses of increasing weakness rather than of its almighty power.

The U.S. government is unable to solve the issue of national interests' assurance, control over the armament and weapons of mass destruction beyond its borders using appropriate civilized methods.
