Today, the security council still represents the Global System in 1945. The five emerging superpowers after WWII include France, the United States, Britain, Russia, and China. These are considered the permanent members on the council and can veto any resolution or act that the council tries to pass. There is much controversy over the permanent members of the Security Council.
There have been several recent proposals by Thomas L. Friedman to replace France with India as a permanent member on the council. Friedman argues that India is a bigger democracy, biggest Hindu nation, and second largest Islamic nation in the world. France, however, wants to hold on to their permanent member status where they can veto anything they don't like. Many countries do not like the current role of the United States in the UN. Every time an opinion has split between the US and the UN, the argument has been to declare the whole United Nations dysfunctional. The US is also notorious for bullying weaker countries and hijacking the agenda.
France has also been notorious for vetoing and conflicting resolutions just to show their independence from the United States. France would like to see a lesser role for the United States as a hegemonic leader, and more cooperation in the overall security council on decisions. France would also like to keep their current powerful position in the UN. To this point, France is essentially interested in incorporating more permanent members, however, they are still reluctant to give them veto power as well.
