A lot of times, there is not a lot of local support in the vacation area, or there are too many people in one area for the police to cover. For instance, in Galveston during Mardi Gras, there are so many people around that the police cannot possibly watch everyone.
There are several areas throughout the world conceived as high-risk areas for travelers. Such areas as Rio de Janeiro, Brazil and Papua, New Guinea have a high profile and are infamous for pickpockets, usually because of low economy and limited resources available for security. Also, people who are vacationing need to be more aware of their surroundings and how they take care of their money and possessions.
Separating large sums of money into smaller groups is a start. When staying in hotels, bring personal items into the rooms and properly locking vehicles are other ideas. Cooperative efforts between hotel properties, the police, and the city districts also need to occur to implement security measures and prevent crimes. Basically, people just need to be more aware of their surrounding and be prepared for people with dishonorable intentions.
