More than twenty years ago, our late respected Prime Zhou En lai made it public that our country would be modernized at the end of this century. But it is a pity that, what with one thing and another, the great blueprint became a castle in the air. After carrying out the opening and reforming policies, our Party believes that modernization will be entirely possible in the first half of the 21st century, as long as we hold an idea that economic development is the center of all our work, while the velocity of economic development depends on the level of science and education in the final analysis. To illustrate the scientific importance to modernization, it is requisite to give a glance at the scientific influence on the development of society in history. It is well-known that science is the body of knowledge about nature and society which explains all kinds of natural phenomena and social events and guides human-beings from ignorance to wisdom.

Before recorded history, it had its beginning and served the human-beings. With the development of society, continuous progress in science has been made, and in turn, the progress in science accelerates the development of society. Whenever there is a breakthrough in science, it is certain to make a mighty advance in some aspects of society, even in the whole society. For example, Darwin!'s theory of evolution gave rise to a great ideological revolution against creationism.

So little wonder that many a thoughtful people think that just as blood is precious to the body, so is the progress in science to de development of the society. Today, in an age of knowledge economics, the scientific level of a country has become more important. It is one of the main indices that determine whether it is strong or not. Obviously, on the road leading to modernization, science will also play a very important role. As Mr. Deng Xiaoping said, science and technology is the first productive force. Science can help us to answer a lot of questions which we may encounter.

It is the theoretical basis of inventing new productive tool, producing a set of new equipment, and creating some new methods of scientific management as well. It is these tools, equipment and methods that can develop the productive force greatly. So we should make all out efforts to improve the level of science, especially in the fields which have great influence on the economic development. However, at the beginning of any new discovery in science, it is recognized by only a few scientists, not by public people who need it. If not popularized, it is no use to us, just like a beautiful car which nobody can drive.

Popularizing the scientific knowledge is just one of the cardinal functions of education. Only by doing so, the public can study, master, use, and develop it further on the present basis in the course of modernization. What!'s more, education can cultivate numerous citizens who have not only rich knowledge but also the excellent moral quality and the strong constitution. They can make up their minds to devote themselves to modernization. A civil statistical survey shows that value created by a college student is one and a half time as high as by a middle school one and is twice as high as by a pupil; on the contrary, the criminal rate of the pupils is twice as high as that of the middle school students and is three times as high as that of the college students. In terms of this survey, we conclude that, by education, we may cultivate thousands upon thousands of competent citizens; by education, our society will turn into a rational and fair one; by education, our nation will become a more civilized one.

In a word, science and education is the key to modernization. If we gain a deep insight into it, I believe that our aim will certainly come true.
