Conscription was a very big issue, this usually exists between the nationalists willing to fight for their country, and the pacifist who just want their country to live in peace and stay out of trouble. This was quite similar in Canada's case, where the francophone might have reasons of equality or peace to reject conscription, and the rest of the citizens might have ideas to be a patriot defending their country. McKenzie King's idea was very good, since he was thinking of the citizens in both sides, had a brilliant way to encourage recruitment without forcing, and had known how to manage for the people that weren't part of the army. To start off, we can see the way he managed to get both sides of the nationalists and pacifist to compromise, instead of conscription or total non-involvement. Many leaders in the past would just go completely biased for the majority, ignoring the minority, and leaving it at that.

McKenzie King, however, saw that there is a better way that won't angered either faction of Canadians. His methods of treating this will avoid many tragedies from repeating themselves. This includes the October Crisis from the francophone in order to have their rights heard, and the Referendum that almost took a country apart, and perhaps even turning into a civil war. As mentioned before, McKenzie King had a brilliant plan to recruit, without even having to enforce conscription. This was done by an act that was agreed upon by many: the National Resources Mobilization Act.

This act included a promise for conscription to only be used in the emergency of homeland defense crisis. This worked well, as he started to speak of the terror in Europe, and that Germany's winning streak might soon take over Europe; and than most likely to Canada. To ensure civil peace, he also promoted the cause with war effort propaganda, which changed the minds of many.
