Political factors include government regulations and legal issues and define both formal and informal rules under which UCC and units must operate. Depending on its role and function within the university a unit may need to consider issues such as: o How stable is the internal / external political environment? o Will government policy influence laws that regulate third level education? o What is the government's policy on the education? o Is the government involved in trading agreements such as the Bologna Agreement? o The impact of employment laws o The impact of environmental regulations o Trade restrictions and tariffs o Political stability (internally and externally o Decision-making structures Economic Factors All businesses are affected by economical factors nationally and globally. Whether an economy is in a boom, recession or recovery will also affect consumer confidence and behaviour. The dramatic impact of reduced funds upon UCC is already very apparent.
This will impact upon the nature of the competition faced by the university and particular units within the university, upon service provision, and upon the financial resources available within UCC. Economic factors affect the purchasing power of potential Page 2 customers, and the state of the internal / external economy in the short and long-term. The unit may need to consider: o Economic growth o Interest rates o Inflation rate o Budget allocation o The level of inflation o Employment level per capita o Long-term prospects for the economy and the impact upon funding of third Level Education etc Social / sociological Factors Social factors will include the demographic changes, trends in the way people live, work and think and cultural aspects of the macro environment. It is also needed to take into consideration 'Micro Environmental Factors', those internal factors close to the unit that have a direct impact on the unit and UCC strategic planning. These will include: o Customers: Organisations survive on the basis of meeting the needs, wants and providing benefits for their customers. Failure to do so will result in a failed business strategy. o Employees: Employing the correct staff and keeping these staff motivated is an essential part of the strategic planning process of an organisation. Closer supplier relationships is one way of ensuring competitive and quality products for an organisation. o Shareholders: Shareholder expectation and perception. o Media: Positive or adverse media attention on an organisation's product or service can in some cases make or break an organisation. Hence the need for a unit website etc. o Competitors: Are there any internal competitors offering some of the services, information etc. provided by the unit? The starting point would be to brainstorm an appropriate PEST checklist.
The PEST checklist can be used to analyze which factors in the environment are helpful to the unit, and which may impede progress of the unit in achieving its aims. There is of course a danger, common to all checklists, that once an entry has been made under each of the headings it is deemed complete, regardless of whether or not the list reflects the complexity of the reality. Another common error in the implementation is that 'boxes' are completed without reference to the aims of the organisation or to the change programme; this can lead to considerable expenditure of time and energy for little benefit. The constituent parts of the 7 S Model are: o Strategy: plan or course of action leading to the allocation of the unit's finite resources to reach identified goals o Structure: salient features of the unit's organisational chart (e.g. degree of hierarchy, presence of internal market, extent of centralization / decentralization ) and interconnections within the office o Systems: procedures and routine processes, including how information moves around the unit and within UCC o Staff: personnel categories within the unit and the use to which staff are put, skill base, etc. o Style: characterization of how key managers behave in order to achieve the unit's goals o Shared values: the significant meanings or guiding concepts that the unit imbues on its members o Skills: distinctive capabilities of key personnel and the unit as a whole The 7 S model can be used in two ways: o Considering the links between each of the Ss can identify strengths and weaknesses of an organisation. No S is strength or a weakness in its own right; it is only its degree of support, or otherwise, for the other Ss which is relevant. Any Ss that harmonize with all the other Ss can be thought of as strengths and weaknesses. o The model highlights how a change made in any one of the Ss will have an impact on all the others. Thus if a planned change is to be effective, then changes in one S must be accompanied by complementary changes in the others. A final thought.
