The Duties of Offices Governor The chief executive of South Carolina is the Governor. The constitution requires that the Governor be at least 30 years old at the time of election, and that he has been a citizen of the United States and a resident of South Carolina for the preceding five years. Like other Constitutional officers, he must not deny the existence of the Supreme Being - a requirement included in Article IV of the S.C. Constitution. In 1982, an amendment to the S.C. Constitution (Article IV, Section 3) was ratified, allowing the Governor to serve two successive four-year terms. The Governor is commander-In-Chief of the National Guard and / or State Guard in case of riot, rebellion, or act-of-God emergencies. The South Carolina Law Enforcement Division (SLED) and the Department of Public Safety are Departments who's Directors are responsible to Governor.

His appointive power includes many members of boards and commissions, some requiring confirmation by the Senate. He, himself, is an ex-officio member of many of these Boards. He may also create special commissions, committees, and task forces by executive order. The Governor creates an executive budget, with the input from the various agencies, and presents it to the House Ways and Means Committee. The Governor has no direct control over the two agencies responsible for the majority of expenditures from state funds: the State Department of Education and the Department of Transportation. The Governor has additional influence on the Budget in his role as Chairman of the Budget and Control Board.

Lieutenant Governor The formal duties of the lt. Governor are much like those of the vice president at the national level. That is there is little to do. He or she succeeds to the governorship if there is a vacancy in the office and presides over the senate in most states.

Nevertheless, seven states seem to get along quite well without a lieutenant governor. Secretary of State The Duties of The Secretary of State is that they are responsible for the statewide registration of corporations, Uniform Commercial Code interests, business opportunities, employment agencies, trademarks, and notaries. This office handles the incorporation of municipalities and special purpose districts, the annexation of land, and the escheat ment of real property in South Carolina. The Secretary of State Are the administrator and regulator of all charitable laws of this State. The Secretary of State is the custodian of Acts ratified each year by the General Assembly and handles the publication of positions within certain statewide boards and commissions. The Secretary of State is an ex officio member of the Legislative Council and the Commission on Consumer Affairs.

State Treasurer The Treasurer is the custodian of state funds, usually the chief tax collector and regularly the state's paymaster. Their major job is to make payments out of the state treasury. Most of those payments go to meet the many agency payrolls of the state and pay the bills for the various goods of services supplied to the state by it's many suppliers. Attorney General The Attorney General is basically the state's lawyer. He / she acts as the legal adviser to State officers and agencies as they perform their official functions, represents the state in court and overseas the work of local prosecutors as they try cases on behalf of the state.

Comptroller General The Comptroller General is the State's chief fiscal officer. It administers and processes payrolls for over 50,000 state employees in 79 agencies. The Office provides fiscal controls over both receipt and disbursement of public funds; reports annually on the financial operations and condition of state government; assures that money due state and local governments is collected through fair and effective tax administration; and provides fiscal guidance to state agencies and local governments and maintains the State's centralized financial management reporting and accounting system. State Department of Education The State Department of Education provides leadership and services to ensure a system of public education through which all students will become educated, responsible, and contributing citizens. In addition, the Department administers the annual appropriation for education in compliance with laws and directives passed by the General Assembly and rules and regulations passed by the State Board of Education.

It also administers funds received from the federal government and from other sources in compliance / with federal and state regulations. Adjutant General The Adjutant General is head of the Military Department of the State. He administers the affairs of the S.C. Army and Air National Guard, the Emergency Preparedness Division, and the State Guard. The Adjutant General is a Constitutional Officer and has the rank of Major General. But by law, the Governor is the Commander - in- chief. The Division is responsible for coordinating the efforts of all state, county and municipal agencies in developing State Emergency Response Plans and conducting statewide emergency preparedness efforts to ensure the safety of the citizens of the State.

Department of Agriculture The S.C. Department of Agriculture was created for fostering agriculture in S.C. and is responsible for the enforcement of more than 30 statutes relating to agriculture. These duties range from providing consumer protection in weights and measures to bonded storage for non-perishable agricultural products and marketing programs of an objective motive such as grading, inspection and market news programs on livestock, fruits, vegetables, grain and poultry products. It also provides for the establishment and supervision of marketing authorities in communities throughout the State, the development and construction of grading, storage and other facilities necessary for optimum performance of the agricultural marketing processes.
