Preamble Due to the presumably low public speaking skills of freshman college students all students (prior to high school graduation) will be required to take a course in public speaking. Communicating is an integral part of succeeding in today's society. Putting students into public speaking positions at an early age will give them a head-start to a more successful future.. Proposals 1. Each high school student must have a minimum of 1 semester of public speaking education.

2. The public speaking requirement can be met at grade levels 9 through 12.3. A grade of 2.0 or better is required in order to receive credit for the course. 4.

Each student will be required to have logged, two, 7-10 minute sessions in order to receive credit for the course. 5. Upon passing the course the student will be given an endorsement granting him the ability to graduate. 6.

In the case of a student transferring to or from another school district he or she will maintain the credit they have or have not earned in the public speaking course. 7. Each student will be allotted as many chances as needed to pass the course. IV. Enforcement / Penalties 1.

Any School district that fails to enforce the "Public Speaking Act" will lose 2% per student of their state funding until they comply. 2. Any student failing to comply with these regulations will not be allowed high school graduation until doing so. V. Administration The Board of Education of each of the United States will be placed in charge of enforcing the above regulations. VI. Cost $80.00.
