This concept is a form of government called totalitarianism. Through misleading the public, the Party was able to lead Oceana. Ways in which the Party misled the public were through publishing articles in the newspapers and making statements over the telescreens about statistics that showed life in Oceana getting better when it was actually getting more restricted and more poor. This was done in order to increase morale and loyalty to Big Brother. The lies were what kept the people of Oceana content. As long as they believed that the quality of life in Oceana was improving according to what they read in the newspapers and heard on the telescreens then life was, in fact, improving.
They placed all of their trust and confidence in Big Brother, believing that Big Brother knew what was best, and Big Brother would never lie to them because of being so loyal and caring to the people. Big Brother was portrayed as a loving parent who cared for the well-being of loyal Party members. This is why it was so easy for the people of Oceana to accept lies from him. He was not distrusted at all, and there was almost always good news. Big Brother was made out to be infallible. If Big Brother had made a prediction in one of his speeches, and that prediction had turned out to be wrong, then it was the Ministry of Truth's job to gather all publications of that speech and rewrite it, making that prediction which ended up being wrong, actually being somewhat close to what ended up being the final outcome of the prediction.
With all of their trust in Big Brother, the people could have been told an outrageous lie and not even have the slightest hint of being taken advantage of. This was evident in the rally on the sixth day of Hate Week in which the people were told that their enemy was no longer and had never been Eurasia. It had allways been Eastasia is what the party was claiming all of a sudden. In the years before, they were at war with Eurasia.
However, in a matter of less than a minute, they were told a lie which was that they had always been at war with Eastasia and never with Eurasia. They accepted this lie not only with ease and quickness but also with an even stronger hate against the underground enemy of the Big Brother, Emmanuel Goldstein. The crowds were thinking, "It was sabato ge! The agents of Goldstein had been at work!' (Orwell, pg. 149) By gaining the entire trust of the people of Oceana and by being able to rewrite history, the Party was able to tell the people whatever it wanted, and people would accept it. These factors were so strong and so unimaginable to achieve that it was not expected by even the people to whom it had happened, and therefore the Party's methods were never questioned and always accepted.
