From 1994-1996 there was a war in Chechnya. War has erupted again recently between Chechnya and its neighboring republic of Ingushetia. The border has been closed since an air raid on a marketplace in the Chechen capital of Grozny triggered a serge of terrified civilians. Russian President Vladimir Putin says the terrorism was caused by outsiders from Islamic fundamentalists in Saudi Arabia and Afghanistan. He says that the Islamic fundamentalists goal is to split Chechnya and other Muslim provinces away from Russia, to form a new extremist-controlled state between the Black and Caspian Seas. Terrorism is the common enemy here. The U.S. is taking Putin's claims seriously since September and are beginning to form an alliance against terrorism. This issue is political and social.
