Once the bishop tells him this inspiring quote, he moves on and sees the folly of his ways when he takes the coin from Little Gervais. After this immediate change becomes evident, Valjean is shown as a "Christ figure" through the rest of the book.
Other characters are changed but only toward the end of the book. Thenar dier is shown as an evil man throughout the book, but it is at the end where he contributes to the apotheosis of the good; this is the law of life as God planned it. Javert acts like a robot, deciding always according to the letter of the law and not its spirit, but in the long run his strength proves spiritual weakness, until the end of the book. At the winding up of the book, Javert encounters Valjean one last time. Instead of following his instincts and avoiding thinking by arresting him, he slowly walks away with a thought that morally he should let Valjean go. A new idea forced its way into his consciousness.
There is higher law than the judicial law. A man can be an outlaw and still be virtuous he decides, against the code of law. He is now "an owl forced to gaze with the eye of an eagle". Hugo shows the reader in this novel that all men can change, no matter how set they are in their ways. A man does not have to live one life and that one only. He can turn his life around simply by thinking in a different matter, or seeing what he has done wrong and changing it.
